We were reading a design book and here is what they say to do with stems that have a milky sap - never tried this so take it for what its worth
they say since the sap reseals the cut surface and prevents the stem from absorbing water. To prevent this, burn the end of the stem over a small flame until the stem is blackened. OR to place the end of the freshly cut stem in a container of boiling water for 10 to 30 seconds.
This is suppose to cause the sap to clot and allows the stem to absorb water.
