website link to neighboring Chamber

Would a link on our neighboring town Chamber of Commerce help increase my seo?
They charge $100 for membership. No one still in business as a flowershop has a website there.
 
Personally I think Chambers are worthless - at least the ones I've joined. Both have been in very affluent communities, and both resulted in little to no sales increase. The only orders I received were prefaced with "do you give discounts to Chamber members?" I wouldn't pay a hundred bucks even if it did increase my web ranking - which it's not likely to do. Sorry to rant, but this is one of my biggest buttons, and you accidentally pushed it.

Generally a "paid link" is not good for SEO. But if I had a choice of having a link coming from a website it wouldn't be just a plain www.mywebsite link. It would be flowers in tustin.

This link would include some nice content surounding it as well as some pictures with links going to our products.
